Mahe her part anthro, what I call PoKeHybrid. Humanistic looks in face, hands, feet, etc. Essentially a human transformed part pokemon.
With the Collector's Edition PoKeDex Textbook, I have a few pokemon that may fit.
Lapras came to mind. With those big sky blue eyes. Hee.
With shyness, only one pokemon came to mind. Whismur.
Shy but powerful? Jirachi comes to mind, perhaps Latias.
